Business Challenge
A Louisiana parish sheriff\'s office faced significant challenges with their legacy data systems. Their critical law enforcement data was scattered across multiple disconnected platforms:
- Police and jail records in a customized ARMS system hosted by a
neighboring parish
- CAD (Computer Aided Dispatch) and 911 services in a managed Acudata
application with limited direct database access
- Evidence images and documents stored in external file systems
With plans to implement Spillman Flex as their new integrated public safety platform, the agency needed a partner who could comprehensively assess, extract, transform, and migrate their complex data ecosystem while preserving data integrity and relationships.
CONVX Solution Approach
Our approach combined deep technical expertise with a methodical assessment process:
1. Comprehensive Data Discovery
- Conducted detailed analysis of source systems including database
architecture, data relationships, and code tables
- Created complete inventory of all data objects for potential
migration
- Identified data quality issues, including duplicate records,
missing relationships, and inconsistent coding
2. Forensic Data Analysis
- Reverse-engineered database schemas where documentation was
limited
- Analyzed code tables and relationships to validate data integrity
- Created detailed mapping between source and target systems
3. Strategic Migration Planning
- Developed prioritized migration plan addressing high-value data
first
- Created detailed object mapping for all critical systems
- Designed custom code translation process to address data quality
issues
4. Custom Migration Tooling
- Built specialized tools to handle the agency\'s unique data
structures
- Implemented automated code translation to standardize inconsistent
coding
- Developed file system integration for evidence document migration
Business Outcomes
Our data discovery and migration approach delivered significant value:
- Comprehensive Migration - Successfully migrated critical law
enforcement data including incidents, arrests, jail records, FIC intelligence, CAD/911 history, and evidence
- Enhanced Data Quality - Identified and remediated over 300 data
quality issues during migration
- Database Consolidation - Unified previously disconnected systems
into a single cohesive platform
- Seamless Integration - Maintained complex relationships between
various data objects despite coming from disparate systems
- Preserved Historical Records - Ensured continuity of operations by
migrating historical data dating back several years
The migration created a foundation for the agency to leverage their new Spillman Flex system with confidence in their historical data, enabling more effective law enforcement operations and improved public safety.
Technology Implementation
- Oracle 12c database systems
- Microsoft SQL Server
- Custom ETL processes
- Specialized data validation tools
- File system integration
This project demonstrates our ability to handle complex data migrations for public agencies with diverse, mission-critical systems where data integrity and complete data discovery are paramount.
